I am an American with a work visa in education set up for Italy however I have good reason to stay in Germany so my question is is it easily possible to switch the country or do I go through the same long process all over again as I had for Italy???? Thank you all in advance for your in put and help.

You cannot "switch" visas between countries. You have to go through the whole process again for Germany and hope to get a visa approved. Your status in Italy means nothing to Germany

You will need to go through a similar process for Germany again. Europe has open borders and 25 countries issue common short term visa valid for up to 90 days. The issuance of a national visa however is subject to the individual immigration law of the respective country. To apply for a residence permit in Germany (U.S. citizen can do that after arrival in Germany) you will need to have a work contract. Your prospective employer can only instate a non-EU citizen for qualified or highly qualified employment if the Federal Employment Agency (Bundesagentur für Arbeit) has given their approval. To get approval it must be shown that the gap could not be filled by the local workforce and the workforce of the European Union, a very bureaucratic process. The application for a residence permit (Aufenthaltstitel) can be made at the Foreigners Office (Ausländerbehörde) which covers your place of residence in Germany. Each bigger town has its own foreigners office. If you reside in a small village or rural community the office will in general be at the district administration office (Kreisverwaltung) of the county. In order to apply for a residence permit you must be able to show that you are registered at the local residents' registration office (Einwohnermeldeamt).
